Problem
Two days before you are scheduled to complete your work on this project, the plant manager at the S facility catches you walking from your rental car. He has noticed that you are a believer in the philosophy of "Don't Treat Symptoms, Solve the Problem". He asks you to attend a virtual meeting to discuss an action plan and brainstorm specific items to implement the recommendations that you have sent to the vice president.

This meeting will be held on the discussion board and you are expected to bring recommendations that address the underlying issues of the various problems.

For this discussion, I only have a few "extra" points to make.

First, note that the manager that has come to talk with you is from the S Facility.  Review the problems from the Group Project Task Detail.  They are below:

Facilities P and T both claim that parts from the S facility sometimes do not arrive on time, causing costly production shut-downs which periodically lead to missed contractual ship dates.
The S facility has records that those same parts were loaded onto trailers and that the semi-trailers left on time.
Facility S habitually runs out of the "accessory" parts which are shipped from the T and P facilities.

Attachment is what has been done thus far.
I'm not really understanding what the professor wants and he's not being clear when I ask.

The plant managers at P and T should be asked to give explanations
regarding the parts from facility S which are found lying in a
semi-trailer and have not been unloaded, there should be an automatic
pager system which would alert the plant managers at P and T once the
parts were shipped from S. The driver of the semi-trailer should have a
mobile phone which can be used to contact him regarding the location of
the semi-trailer once it left facility S. In addition, once the
semi-trailer reached the yard close to facilities P and T the drivers
should inform over mobile phone the fact that the part had arrived at
the facility. When the part leaves facility S, the two facilities P and
T should be informed by electronic mail that the part has left facility
S. Finally, in genuine cases where the part was shipped late by S, a
formal communication indicating the period of delay should be e-mailed
and documented by the plant managers at P and T. The documented
complaint must not only have the times of delay but should also have the
initials of the semi-trailer driver with the time of delivery marked on
it.

The plant manager at S must produce a production plan for the facility
at the beginning of the month and should indicate clearly in those plans
when he expects deliveries of accessory part, the delivery dates should
entirely be at his discretion and he should send a copy of the monthly
production plan to the two plant managers at T and P. Any deviation from
the delivery schedule by plants T and P would have to be explained by
the plant managers. It would be the responsibility of the plant managers
at T and P to ensure that the accessories reach the facility S on time.

Currently X-ray technology and laser technology automatic detectors are
available which detect any defect in moulds and alert the supervisor.
Such a device should be installed at the production facilities and when
the malfunctioning occurs, the production should be interrupted and the
defective mould changed. This also requires that the production facility
should have spare sets of  moulds ready for use whenever required. The
plastic resins which are used need to be specified beforehand in the
weekly production schedule and the storekeeper should issue the resins
for use in production in proportion specified in the weekly production
schedule only, if there is a variation in the quantity requested at the
time of production the request should have the initials of at least two
production personnel and they would be responsible for any aberration in
production.

The plant manager needs to design labels for marking the WIP and the
markings should be so explicit and clear that misplacing should not take
place, in addition for smaller WIP s pre labeled rack should be used so
that the plant personnel know where to find the WIP.

In short the production and inventory planning staff should
conscientiously follow the delivery instructions given in the production
schedule by the plant manager at S. They should not implement JIT on
their own. The plant at S should be given quality control devices to
avoid substandard production and arrangements should be made to recruit
suitable midnight shift and weekend supervisors. If needed the midnight
shift supervisors should be given extra time allowances.
