water tables/ sand tables in pre-school

To whom it may concern,
I am swamped studying for a risk class, yet I want to understand and have a better knowledge on all the material. So I am wondering if anyone has an opinion on the following textbook question from the risk textbook.

Where one is to write an article that is to be submitted to a "childcare workers newsletter" regarding health concerns and proper maintenance of water play tables and sand tables, from a public health inspector's perspective.

The objective is to alter current "undesirable" practices and behaviour. Keeping this objective in mind, the article should be educational, enabling and promoting desirable behaviour/practices. With a target audience of about a grade 9 reading level.
