As a criminal justice expert hired by local law enforcement officers as a consultant on the death penalty.

If I am an expert in the field of criminal justice and the local Chief of Police, Prosecuting Attorney and/or Correctional Director have hired me to consult with them. How would I go about / start in writing content and an assessment of the past history and present circumstances of issues on the death penalty. Including predictions and recommendations of how this issue should be addressed by the police and prosecutor in the future.
