A. The specific diversity and inclusion issue faced by my chosen organization is to encourage housing advertisers to focus on users based on religion, race, and sex. The company is Facebook, currently known as Meta. Meta is a multinational technology company headquartered in Menlo Park, California. The company owns important brands such as Facebook, Instagram, and WhatsApp. Meta belongs to the big five IT companies. There was a lawsuit filed by the Department of Justice in a federal court. According to the DOJ, Meta had violated the Federal Housing Act. The law bans discrimination in housing based on characteristics used by Meta. In the lawsuit, Meta pleaded that it had not done anything wrong but agreed to pay a civil penalty of $115,054. This penalty is the highest allowed by the law.

B. The strategy of Meta was to use algorithmic discrimination. Meta used its ad delivery system to help its users practice discrimination in housing. Discrimination in housing, jobs, and credit is a serious diversity problem in the United States. Using algorithms that discriminate based on sex, religion, and race cause problems for the marginalized community. In the past also Facebook had been charged with discrimination by some civil rights groups. In 2019 also Facebook entered into a settlement with the rights groups. This settlement did not include advertisement delivery through machine learning algorithms (1).

Initially, Facebook was a platform to connect with friends and relatives. However, the external environment has changed such that Facebook has become a major platform for the marketing of products and services. In this context, advertisers who practice discrimination in housing, employment, and credit, find it convenient to use Facebook algorithms to practice discrimination. Currently, several users prefer other platforms to Facebook.
Legal Factors: The most important environmental factor that has affected Facebook is the legal factors. Meta violates the Federal Housing Act which disallows discrimination in housing based on religion, sex, and race. Facebook has a history of advertisement-based discrimination. The current judgment has required Facebook to stop using Special Ad Audience which is an algorithmic tool for housing advertisement.
