According to Satzinger, Jackson, Burd and Johnson (2004), implementation consumes significantly more time and resources than the previous phases of system development life cycle. The number of people involved in implementation activities such as testing is also quite high. The interdependence between the activities involved in implementation also means that these activities have to be conducted in parallel; hence the same people cannot be used for more than one activity (Sommerville, 2000). The later stages of system implementation involve activities such as installing, testing, and transition from old system to new system. These activities are labor-intensive; hence additional personnel are required in order to organize these activities.
