There are wide differences between the Cybersecurity Strategy of President Obama in 2009 and President Trump's 2017 Cybersecurity Strategy. Also, it gives an impression of President Obama's overall Cybersecurity strategy and compares it with the Cybersecurity strategy of President Trump. Specifically, this piece gives the 2009 President Obama's Cybersecurity strategy and 2017 President Trump's Cybersecurity to combat cybercrime. 2. Background and Overview of Cybersecurity strategy
Cyberattacks on important private networks and physical infrastructure have shown the potential for harm and disruption that cybercrime can commit. Both the government and the industry have got together to discuss and put in place cybersecurity measures. However, the changes in Cybersecurity Strategy from one government to another reveal that there is a lack of a national Cybersecurity Strategy. Without a coherent national strategy, the US remains vulnerable to ongoing threats. This lack of strategy is in contrast to clear national cybercrime strategies of countries such as China and Australia. Cybersecurity is a global phenomenon that has implications for the United States. There is a need for smooth and secure information sharing about Cybersecurity between industry and government agencies. There are large differences between the Cybersecurity strategy of President Obama and that of President Trump. Between 2009 and 2017, the Cybersecurity threat has increased drastically. In 2009 the Cybersecurity Strategy was not very well defined. The Government Accountability Office had repeatedly pointed out that the Department of Homeland Security had not assumed the responsibilities given to it by the Cybersecurity Strategy. In 2009 the Government Accountability Office continued to make recommendations and the Department of Homeland Security assumed some responsibility but these did not satisfy the requirement of the National Cybersecurity Strategy. In 2009 the National Cybersecurity strategy was developed to counter wide-reaching and sustained computer-based attacks against the US and other countries. The initial strategy was directed at improving countrywide cybersecurity that included government systems and important cyber-critical infrastructures of the private sector. The background of the Cybersecurity Strategy is that President Bush issues a 2003 national strategy for improving Cybersecurity throughout the US. This was designed to protect government systems and those owned by the private sector. Since then because the cyber threats have remained and have grown it had become necessary by 2009 for President Obama to review the Cybersecurity policy and its related activities (a). The key purpose of the strategy was to ensure that the nation can secure its computer-based systems. This policy was also designed to develop a national plan for Cybersecurity, increase national cyber analysis and warning capabilities, and involve itself in giving and coordinating incident response and planning capabilities. One of the objectives was to develop incident response exercises. The overall policies were to identify, assess, and support efforts to reduce cyber threats and vulnerabilities. It was expected that the efforts of the United States would also improve international cyberspace security (b). These efforts included efforts to build defensive, offensive, and research capabilities. The policy was to improve public-private collaboration and improve counterintelligence reports. In February 2009, President Obama started a review of cyber security strategy and supporting activities (c).

In 2017 President Trump's strategy commenced with a higher focus on deterrence. In this strategy, there was an in-depth discussion on attributing, and deterring malicious Cybersecurity concerns. In this document, there is a stress on defending forward terminology. This strategy focuses on strengthening organizations that makeup US's critical infrastructure industry including electricity distribution, and financial institutions.
