There are not too many ethical considerations. First it should be determined if the waste recycling plant is legitimate and not just a contract given to a friend of a government official. Secondly it should be determined if the money used by the city to build the plant is being taken from other sectors such as education, law enforcement or transportation. If the money has been budgeted appropriately, and if the waste recycling plant will generate jobs and income for the city, that is great.
