First, I believe everyone is motivated. But they may or may not be motivated to do the work assigned or to work diligently on it in the face of things that are more motivating.
As a manager, I would link extrinsic/intrinsic motivation to goal theory. Each of the employees is motivated by different things. Some want external rewards (bonus, recognition, awards) and other prefer intrinsic rewards (mastery, development, satisfaction of completing work, control) so one size would not fit all in my opinion.
