Introduction: The issues being addressed by this question are not overly complex. As I usually do, I will provide you with a step-by-step approach to developing an understanding of the issue surrounding government procurement law.
1. In an article by Chris O'Connell that provides commentary on Federal Acquisition Regulations, five areas of challenge for the future of government procurement are addressed: full transparency across the acquisition lifecycle, agility in the platform and the organization, processes to spur open competition, better tools for younger professionals, rapid deployment and speed to market (O'Connell, 2012). Let's look at each of these five areas in some detail.

Full transparency across the acquisition life-cycle (O'Connell, 2012): A memorandum from the Executive Office of the President states, "The Administration is committed to increasing transparency and improving access to government information and data for all people," (Jordan & VanRockel, 2013).
