The main approaches for developing WBS entail a hierarchy approach or table of contents layout. These are the two formats most commonly used to define how work will be performed. In some cases both formats are used to gain understanding and define the work to be performed. When projects are complex with a large number of internal and external stakeholders, the use of hierarchy WBS is more effective while the top down approach is more appropriate when there is a predefined product development lifecycle, or a WBS template. If the company or organization has previously established the WBS that was cultivated or emanated from a previous or similar project, this can be utilized to ensure that the former structured models are used to define the WBS from general to specific in the "top down approach". When utilizing the hierarchy approach, the organization will ensure that they utilize the model to review major project deliverables, and this can be used to essentially divide these deliverables into subdivisions that allow the company to establish smaller and more manageable components that need to be delivered.
