Situations that brought attention to issues addressed by the Patient Protection and Affordable Care Act (PPACA) 2010 HR3590, which is commonly known as the Affordable Care Act, were the millions of uninsured Americans who relied solely upon emergency room departments within hospitals across the nation for healthcare. In addition, the fact that America represents the country with the highest amount of money spent on healthcare in the world yet with the lowest return on investment, also spurred the necessity for the (ACA). Therefore, the debate on how to best offer affordable healthcare to American citizens has been ongoing for many decades as America represented the only industrialized nation without a national healthcare plan for its citizens. The impetus to reform healthcare in America is predicated upon the high costs, loss of employment for employers and employees, and a demand from American citizens to be provided with healthcare that is affordable and cares for the less fortunate. The issues surrounded this legislation were placated upon providing the maximum amount of Americans possible with affordable health insurance as well as lowering the spending the U.S. government spends on the previous healthcare paradigm that was America's healthcare system.
