These new modern social problems include juvenile violence, substance abuse, poverty and homelessness and the needs of special populations are directly and reciprocally interrelated to juvenile risk factors place a greater number of youth at risk for committing for serious offenses. For example, juveniles are both victims (youth risk factors) and perpetrators of violence (modern social problems). Also, juveniles who live in poverty and homelessness (modern social problems) are at a higher risk for being victimized and to engage in criminal behavior (Martin, 2005).
