Civil order control in the United States is dealt with using special units, social services agencies, or public/private owned agencies. In the United States a special weapons and tactics team is placed in different law enforcement departments. This team is trained to perform high risk operations that normal officers cannot perform. The SWAT team provides security at special events; assists the police when high risk arrest warrants are to be executed. When barricaded people are involved, the SWAT team is pressed into service. It also rescues citizens who are likely to be caught in gunfire. SWAT is used where there is public display of disorder. So SWAT is an important service that restores civil order control in United States.
Traditionally, operation garden plot was the department of defense civil disturbance plan to respond to major civil disturbances in US. Currently, this department is under US Northern Command. It is the agency through which military support and law enforcement assistance can be obtained by local governments during disturbances. Garden Plot was used when 9/11 attacks took place.
